After a long negotiation the rules are set:

4-man rotations 
4-game series
Round robin of 20 games then full free agent draft
8 GS rotation eligibility
25 round draft since no 5th and 6th starters 
Jim to be thoroughly scrutinized as per his amendment 
200% amendment for SP IP passed on 2021/03/10  This season only.  Relievers still allowed 150%.  All pitchers covered by 22% tourney rule (see below).

Generally agreed upon tourney rules carried forward on 2021/03/08 from Greg's early thoughts:

6-team Tournament rules:
	Tournament seeding order:  Standings, head to head record, run diff, coin flip
	Top two seeds receive first round byes. 3vs6 and 4vs5 in first round.  Top seed hosts lowest seed alive in semis.
	Tournament usage:  22% of mlb.  Instead of 8%, I used 162/60 * .08 and rounded up a tad.

2021/03/11 Keith fix:

Playoff CF games structure need to be divided by 2.7 to accommodate the change 
from a 162 game regular season to a 60.

11 -  19 games     1
20 -  39 games     2
40 -  59 games     3
60 -  79 games     4
80 -  99 games     5
100 - 125 games    6
126 - 162 games    7 

Will become:

 0 -   3 games     0
 4 -   7 games     1
 8 -  14 games     2
15 -  21 games     3
22 -  28 games     4
29 -  36 games     5
37 -  45 games     6
46 -  60 games     7
